March 29, New information from the Ministry of Education and Committee for Private Education

Dear ICS Community,

I want to start by saying thank you for your participation in the distribution of technology and class materials that took place this past Thursday and Friday. Without your assistance, things would not have gone as smoothly as they did. We look forward to the new opportunities that online learning will provide for your children in the coming weeks.

I also want to share new information that has come from the Ministry of Education (MOE) and Committee for Private Education (CPE) in the past 24 hours; ICS has been asked by the MOE and CPE to relay the following information to all foreign staff and students.

Foreign Students and Staff Currently in Singapore

The MOE and CPE have asked ICS to mandate all staff and students who are currently in Singapore should not travel overseas unless there are strong reasons to do so - e.g. family emergencies. MOE and CPE state that disciplinary actions may be taken for non-compliance. Those who leave the country without strong reasons, while travel restrictions are in place, will face greater difficulty obtaining entry approval when they wish to return.

ICS has been informed by MOE and CPE that, at the moment, students attending private education institutions (PEIs) such as ICS will not be granted re-entry into Singapore.

Information for Foreign Students Overseas

For students who are currently overseas, you are strongly encouraged to return to Singapore before 29 March 2020, 23:59. After this deadline, the chances of being able to enter Singapore will be extremely low. If you are unable to return to Singapore by 29 March 2020, 23:59, please let ICS know of your travel plans and apply for entry approval. You should not try to enter the country before entry approval is issued. If you arrive in Singapore without the necessary approval letters, you will not be able to clear immigration and will be required to fly out of Singapore within 48 hours at your own cost. If you fail to comply, your passes or IPAs will be canceled or rescinded respectively. Work pass holders may also be barred from future employment in Singapore.

Information for Student Pass (STP) Holders

From 29 March 2020, 23:59, all foreigners holding STP and STP-IPAs who are planning to enter Singapore from any country must obtain approval from MOE before they commence their journey. All STP and STP-IPA holders currently overseas must not make travel plans to Singapore until approval has been given by MOE. If you arrive in Singapore without the approval letter of entry from MOE, ICA will require you to return to your last port of embarkation within 48 hours, at your own cost. If you fail to comply, ICA will cancel your passes or rescind your IPA.
